IRC §125 · §105(B) · §213(D)

THE PLAN FOR THE PEOPLE OTHER PLANS LEAVE OUT.

Virtual urgent care and $0 copay prescriptions for the part-time, seasonal, and hourly staff your traditional coverage was never built to reach. Optiv Access is always paired with Optiv Advantage, so the people you couldn’t cover before are covered now.
ACCESS IS THE ENTRY LAYER

ONE ARCHITECTURE. FOUR PLANS.

The Optiv architecture is one structural framework that supports four plans. Each builds on the next, from broadest reach to most complete coverage. Optiv Advantage is the keystone: the supplemental engine that recovers payroll tax, raises take-home pay, and delivers the care suite. The other three plans depend on Advantage to function.
Every Optiv engagement runs through Advantage. The other plans are added or removed depending on how the configuration is engineered for your workforce.
THE WORKFORCE LEFT BEHIND

SOME OF YOUR PEOPLE HAVE NO BENEFIT AT ALL.

Your full-time core has coverage. The rest of your workforce often has nothing. Part-time, seasonal, hourly, PRN, and as-needed staff fall below the line that major medical draws, and the line is not a small one. These are the people who answer the phones, stock the shelves, drive the routes, and cover the shifts no one else will. When they get sick, they wait, they skip care, or they pay full price out of pocket. None of that is good for them, and none of it is good for you. The gap is not a flaw in your plan. Your plan was never built to reach them. Optiv Access is.
WHAT YOUR EMPLOYEES GET

NOW THEY ALL CAN.

This is what the benefit actually looks like for the people who never had one. A board-certified physician available 24/7, reached from a phone in minutes. A prescription filled at no copay before the employee leaves the visit. Care for the whole family, not just the worker. No waiting room, no consult fee, no bill at the end. The people you could not cover before can use real care now.

The Reach

Most §125 supplemental plans reach the same people a traditional plan already covers: the full-time core. The workforce underneath that line gets nothing. The part-time worker. The seasonal hire. The hourly staff who never crossed the hours threshold. The PRN nurse who picks up shifts and never qualified for a benefit anywhere.
Optiv Access is built for exactly those people. It does not ask whether someone is full-time. It does not measure tenure or count hours before it delivers anything. The benefit is the same whether someone works forty hours a week or twelve, whether they started this morning or three seasons ago. A board-certified physician, $0 copay prescriptions, full-family coverage, available the moment you set eligibility.
That last point is the part most benefits never give an employer. You decide who qualifies and on what terms. Day one or a waiting period. A minimum-hours rule or none. A specific role, site, or class. The plan follows the line you draw, and Access delivers the same care to every person on the right side of it.
This is the brand-defining differentiator. Other plans cover the people who were already easy to cover. Access reaches the people who were left out.

Two Services, Included For The Whole Family

Optiv Access includes two services. Every covered employee gets both, for the whole family, at $0 copay.

Virtual Urgent Care

Board-certified physicians available 24 hours a day, every day of the year. Your employees connect by phone, video, mobile, or web, usually in minutes. No consult fee. No copay. The physicians treat the conditions that send people to urgent care or keep them home from work: colds, flu, and cough, allergies, sinus and respiratory issues, rashes and skin conditions, ear infections, pink eye, urinary tract infections, fevers and headaches, nausea and vomiting, insect bites, and more. When a prescription is needed, the physician sends it to the pharmacy during the visit, so the employee is not making a second appointment to get treated.
Every consult is recorded and transcribed. An hourly worker calling on a break does not have to remember the dosage, the follow-up instruction, or the name of the medication. It is written down and waiting in the app. The service is HITRUST certified.

Prescription Benefit

A $0 copay formulary covering roughly 95 percent of the top maintenance medications, for chronic and acute needs alike. The formulary covers the medications a virtual visit actually prescribes: asthma and allergy treatments, antibiotics for common infections, and maintenance medications for diabetes, cholesterol, and depression and anxiety. Employees fill at more than 65,000 pharmacy locations nationwide, or choose home delivery to skip the trip altogether. A member ID card lives in the app, ready at the counter, so there is nothing to pay and nothing to file.
This is what your employees get. Not a benefit reserved for the full-time core. Not a plan that stops at the hours threshold. Two real services, included for the whole family, at $0 copay, for the people other plans leave out.
Now they all can.
EMPLOYER CONTROL

YOU SET THE LINE. THE PLAN HOLDS IT.

A benefit is only as good as the rule that decides who gets it. Most plans give the employer no rule at all. Eligibility is dictated by the carrier, by the hours definition in the policy, by the line between full-time and everyone else. Optiv Access hands that decision back to you. You define who qualifies, on the terms that fit how your workforce actually operates, and the plan enforces exactly the line you draw.

The Five Levers

There are five levers. You can set eligibility on day one or behind a waiting period. You can require a minimum number of hours or shifts, or require none. You can set a tenure threshold. You can extend the benefit to PRN and as-needed staff. You can scope it to a specific role, site, or class. Use one lever or combine several. The criteria are yours, and they are yours to change as the business changes.

The Workforce This Was Built For

This is what makes Access work for a workforce traditional benefits cannot manage. Consider a contingent or gig workforce, where some people pick up a single shift and others quietly become the staff the operation runs on. A blunt all-or-nothing benefit forces a bad choice: cover everyone the moment they clock in, or cover no one until they convert to full-time. Access removes that choice. You can set a threshold that rewards the workers who show up consistently, extend the benefit the moment they cross it, and move the line when your staffing model shifts. The plan follows the rule without renegotiating the policy.

The Dial Runs Both Ways

The control runs in both directions. It is a hiring tool, because you can advertise a real benefit to part-time and seasonal candidates that competing employers cannot match. It is a retention tool, because the threshold gives your people something concrete to reach and a reason to keep showing up. And it is an operating tool, because the dial stays in your hand all year. Nothing about who qualifies is locked to a carrier’s definition. It is locked to yours.
WHAT THE PLAN RETURNS

YOUR WHOLE WORKFORCE, COVERED. YOUR OFFER, UNMATCHED.

Optiv Access returns value to the employer in two ways. The first is structural: it completes your workforce coverage and adds it without standing up a separate plan to administer, and it asks almost nothing of your team to run. The second is competitive: the offer you can put in front of the labor market is one your competitors cannot easily assemble, because it depends on a structure most of them do not have.

The Structural Returns

Coverage For The Whole Workforce

Optiv Advantage covers your eligible employees. Access reaches the part-time, seasonal, hourly, PRN, and contingent workforce that a traditional plan was never built to reach. Paired, the two plans deliver employer-provided care to every person on your payroll, on the eligibility terms you set.
This matters more than a coverage percentage. The part of your workforce that goes uncovered is rarely the low-cost part. It is the workforce that delays care until a small problem becomes an expensive one, that turns over fastest and costs the most to replace, that shows up sick because staying home is not an option. Reaching them is not a gesture. It is the part of the workforce where unaddressed cost accumulates, and it is the part traditional benefits leave you no way to reach.

Reach Without A Separate Plan

Access adds that reach without adding a plan to manage. There is no second benefit to administer, no separate enrollment system, no parallel set of documents. Access is configured alongside Advantage and runs on the same structure. Optiv maintains the documentation and the plan amendments. A licensed third-party administrator handles claims. A dedicated care-coordination team supports enrollment and member service. Your role is the census and the signature. Everything else is supported.

The Competitive Edge

The two services Access delivers are not rare. Any employer can buy virtual urgent care and a prescription benefit on the open market as standalone products. What they cannot easily buy is those services delivered as part of a structure that already generates the recovery to carry their cost.
Bought on their own, the services are another line item: another invoice, another cost center, another thing the budget has to justify. Delivered through Optiv, Access rides the Advantage architecture, and the recovery that architecture produces is what carries it. A competitor without that engine underneath has nothing to net the cost against. They can sell you the same two services. They cannot sell you the structure that pays for them.
That is what stands behind the offer you take to the labor market. Not a benefit you bolted on at a cost, but coverage for the people other employers leave out, carried by the same structure that returns value everywhere else. Your competitors can match the services. Matching the way you fund them is the part they cannot reach.
COMPLIANCE AND DEFENSIBILITY

ENGINEERED FOR COMPLIANCE.

Optiv Access is always paired with Optiv Advantage, and the compliance architecture lives in Advantage: the statutory foundation, the carrier and risk-transfer structure, and the substantiation that holds under examination. Access rides that structure. For advisors, CFOs, or counsel who want the full structural analysis, a detailed compliance brief is available during discovery.
